The The Wall Street Journal this week published a story titled "Microsoft Gambles on Windows 7 'Starter'" and honestly, the headline sums up the story beautifully. In terms of actual news, there's nothing really new here: Microsoft confirmed in February that Windows 7 Starter would be one of the six editions available. The only real news in the story is the following quote: "people familiar with the matter say the company takes in less than $15 per netbook for Windows XP once marketing rebates are taken into account—far less than the estimated $50 to $60 it receives for PCs running Windows Vista." Those are numbers that Microsoft has never publicly revealed, and of course will not confirm.
While the existence of Windows 7 Starter is old news, this is a good opportunity to revisit the topic. There have been a ton of misconceptions around Windows 7 Starter. Here's two of the biggest things many are forgetting: Windows 7 Starter will be available worldwide, but only via OEMs, and further, every edition of Windows 7 will work with netbooks. In other words, Starter is Microsoft's attempt to make Windows 7 also available at around that $15 pricepoint, for all those netbooks that are being sold for cheap. Starter is Microsoft's way of making sure that Windows 7, and not XP, nor Vista, nor Linux, nor Android, is what consumers end up getting when they purchase a netbook. Consumers can either choose a higher edition of Windows 7, like Home Premium, in store, or can upgrade to it later using Anytime Upgrade.
The limit of "Three"
The three-application limit on Starter is what leads us to agree with the opinion that this is a gamble. The news of the limit of three has gained steam this week because of WSJ's story, but it's very difficult to predict whether everything will pan out in Microsoft's favor. ZDNet notes that the limit of three isn't exactly three, per se: certain applications, as well as tabs and windows within applications, do not count towards the limit. Nevertheless, I strongly believe that every consumer that encounters the limit will absolutely hate it. Obviously many won't encounter it at all: they'll be perfectly happy with having just a browser and instant messaging client open. Still, most will see it, and won't be happy. On the other hand, I strongly believe that most netbooks will not be sold with Starter anyway: only those that are really aimed at reducing price ($200-$300) will feature it by default.
Is Microsoft giving Linux a chance here? Absolutely. The really silly thing is that Microsoft is really only unlocking the door for the competition, and will have absolutely no control on how wide open it will be. It will be up to OEMs which models will offer Starter by default, and if they choose wrong, many unsuspecting consumers will quickly start to revolt. If consumers are told of the limit and given an option to choose an OS without it (which is also cheap) it will be a no-brainer if all they want to do is browse and chat. They won't miss their favorite applications as long as they get to the information they want. Still, most will want Windows. Microsoft is hoping that these consumers will simply choose to upgrade the edition, but the truth is that consumers looking mainly at price (remember we're talking about cheap netbooks here) will not want to do such a thing, especially if the economy is as unstable when Windows 7 comes out as it is today.
Starter is definitely a risk for Microsoft, and the only thing that will reduce the gamble is if OEMs don't offer it on many computers. Personally, I'd kill Starter before it can get to market, but then I wouldn't be skimping out on the really cheap computer market, something Microsoft definitely does not want to do.

Windows 7 RC completed, build 7100
Company insiders and Wzor have confirmed that 7100 is the official Windows 7 RC build.
7100.0.winmain_win7rc.090421-1700 was compiled on Tuesday and has reportedly been handed out to OEM partners and TAP gold customers. Earlier this month we reported that build 7077 had leaked online and that Microsoft were pushing towards a 7100 RC release.
Microsoft recently published details about a public RC due for May 5th. We expect MSDN/TechNet customers to receive the bits within the next week if the company is still targeting May 5th.
According to reports, 7115.0.winmain.090421-1650 is the latest build internally at the time of writing.

Also Mark Russinovich confirmed there will be a second release candidate which is scheduled for the last week of May 2009 but it's still unconfirmed if it will be made publicly available.
