Aqui fazendo isso E SETANDO O DNS PARA AUTOMÁTICO funcionou a questão da velocidade, agora está baixando a 3mb/s antes estava a menos de 100kb.
Obs.: não faço muita ideia do que isso faz, aparentemente altera o origin para uma versão de desenvolvimento, ou não mas aqui funcionou...

Depois de mais de um dia baixando e ter terminado o BF4 vi a dica e testei no Crysis3, saltou de 200kbps para 1,6mb/s.
Valeu pela dica, pelo menos vai ser útil quando vierem as dlc´s.
