TL;DR: Wacky's Conclusion was lackluster and you can increase your Fire Rate by up to like 10% and get more consistent recoil by locking Frames.

He correctly found out that changing your FPS will affect your Fire Rate which will then change your recoil (slower fire rate -> more time to rest -> less recoil). But he has actually drawn the wrong conclusion, due to picking very similar numbers (30, 60, max), he believed low fps means low fire rate, which might work as a rule of thumb but what actually matters is how well your FPS synchronize with your Fire Rate.
That is the reason why he found nothing for the AK, since it shoots 10 times a second which perfectly syncs up with 30 fps and 60 fps. Would he have chosen 31 or 61 though, he would've noticed how much it actually affects the gun:

For other guns the sweet spots are usually different since the fire rate isn't simply 10/s, the SCAR for instance with a fire rate of 10,417 has a sweet spot at 72:

Based on this I came up with a Formula and applied it to all full-auto or burst weapons, these limits are more useful the lower your FPS are the actual benefits are roughly up to 15% around 60 FPS, up to 10% around 90 FPS and up to 7% at 120 FPS.

How to read it:
1 Look for the Column representing your weapon
2 Search for high values
3 Check at what FPS that occurs
At the very left you can find the AK, M4 and SCAR and an Average for the 3 at any given FPS. The averages will provide very useful FPS Maximums for these weapons, the most useful ones are probably:
58 with 96.3% DPS
70 with 98.7% DPS
80 with 97.9% DPS
and every multiple of ten afterwards also shows very high values.
When should I use this?
This is most useful in situations where your FPS are fairly stable (for instance 80-85) and you take a high DPS% value that is at an FPS value just a little lower than that (80 in this case) this can net you with notable DPS increases (+8% with the AK here) AND a far more consistent recoil (80 and 85 give you notably different recoil speeds, locking it makes it always equal). Due to being even more noticable at lower FPS counts this will be not very noticable at 144+ FPS, but since that isn't reachable in comp games or even faceit, this might serve a use in those situations (though you will obviously lose a few fps when doing it).
Feel free to test these numbers in the Training Mode. If you need any help reading through the graph, just ask (I am aware that it is a little big, but since precision really mattered here it had to be that way).
