Intel e AMD tem um acordo de licenciamento cruzado de patentes que não é novidade e recomendo que se você for capaz que leia o acordo aqui . A seção 3 que trata do conteúdo deste acordo reproduzo parcialmente à seguir:

E não, nenhuma das duas precisa pagar nada para utilizar instruções da outra e ambas tem interesse em manter esse acordo pois enquanto uma precisa de licença para o x86 a outra precisa para o x64 se é que você entende. Arquitetura dos CPUs de ambas as marcas é muito diferente, baita papo furado seu.
Eu não sei de onde você tira essas teorias mas se for pra continuar disseminando desinformação é melhor que volte para lá ou que vá para o Geral.
